Instead of using just the major cities population, you would use the entire populations country, and scale the populations you have chosen to represent it based on the ratio of the population of the cites

for example (these examples are deliberately perfect ratios for obvious reasons)

a country has a population of 3 million

it's capital has 1.75 million people
it's second city you choose to use is 0.875 population.

the population ratio is 1.75:0.875 or simplyfied 1:2
you want the entire population of the country represented so you split 3 million in a ratio of 1:2

the capital's population wold be 2million
and it's second city would now be 1million

you would then use your personal reinforcement calculator (i know ezzatam has a very good one) to calculate how much each city will get based on averages and all that shit.

this could lead to a more realistic distribution of reinforcements through your map. It would also lead to you being able to use cities you may not have previously been able to use.

REAL EXAMPLE

Cornwall, a county (not country) in southwestern england has 536,000 population but it's biggest town has 31000 people

i choose 3 towns to do this increase by ratio, don't be stupid, round the number and make it easier for yourself, you don' have to be super accurate, just give yourself a more accurate representation.
Truro - 19,134 (19,000)
St Austell - 30,800 (31,000)
Penzance - 21,168 (21,000)

the ratio (by dividing each number by 1000) is 19:21:31

19+21+31 = 71

536,000/71 = 7549.29577465 (7550) try to round as little as possible here, to the nearest whole number, or sensible number.

7550*19 = 143,450
7550*21 = 158,550
7550*31 = 234,050

you now have 3 cities with much larger population based of a the entire population of the country.

and so you know my maths is right.
143450+158550+234050 = 536050

142,500+157,500+232,500

NOTE: these are much better numbers for my population multiplier, they may not be for yours, have a general idea of how much your cities will increase by and maybe remove a city if you think it won't help, etc.

I think you oversimplified it. While countries with 1-3 cities and a roundable population would be fairly easy to do, large countries with 6+ cities would be much harder. Imagine trying to do this with India. I am not saying it isn't possible, and would probably be quite easy to do in smaller countries, but this gets innefficient as your population and number of cities gets higher.

Another problem is doing countries with complex populations. While 3 million people may be easy to do, 47.3 million is harder.

i put up an example of how to do this, and how to make it easier for yourself. really, adding more sities just takes more time, you just add another number and divide by a bigger number.

how do u think armies are build? lmao

in a event of war, conscription will make the pupulation to join the army, therefore if you have a big country like russia, you will outnumber a country like germany.
