Land marked as water?

Yes I know I also have this posted in the maps/scenario bugs section but since that one is much less active I am also posting it to this one so here goes.

I am working on a new pangaea map, one with one border on the whole supercontinent and dinosaurs battling out on it, however even though I spent hours on the border and it is definatly completed the bit that's supposed to be land is still marked as water (naval units can go over it while land units cannot)

is it becouse the land area is too big? becouse it's the whole of pangea? I don't know but that's my best theory.
