Refresh to the original state of countries after leaving

Whenever you pick a country with militias in it and you leave after picking it, the country remains with infantries in it. Alot of games have been ruined because of this, since some people decided to troll and inf all countries near someone, or just pick a country and leave and rejoin to do the same.

I suggest to change this so whenever you pick a country and leave it afterwards (before the game starts) the country should refresh to its original state and become militia units again. This will improve the gameplay in early turns, since its a huge factor in games with poor regions or low starting money.

Note that this should only work before the game started or atleast till ''Allow joining until turn: ... '' is expired. Since otherwise people just do this while rejoining is allowed.

I am not sure if its hard to do with the coding, but im pretty sure it will prevent alot of remakes.

I think its better to make it standard tho, so all games automatically.

Because if it becomes an option, it will most likely become a premium feature, since all extra options are premium features. And I think that isnt efficient because I think this problem most likely occurs more often among non-premium players than it occurs among the more experienced premium players.

I think it should only happen with all the cities of that country, whatever units on the map should stay.
