If the Game Host is afk for more than X rounds transmit Game Ownership

A recent trend has been that people choose to pick Imperialist as a strategy, take the americas and just spam militia. Then they go afk, and farm SP through constant autoproduction. To prevent things like this from happening, why not have the Game Ownership change after 5 or 10 rounds of inactivity, in order for others to kick them?
