I still dont have Lift the Fog 2 and Longer Defensive Lines too. I can afford both, but I am thinking is Covert Operations a useful strategy? What does it do?

Invest in the upgrades rather than Covert Operations. It's a relatively useless strategy and only viable in a handful of circumstances. It effectively turns your marines into cheap stealth defense units. But if that's your goal - just go PD/IF.
