Seen it a few times now. Dude joins on turn 2 or 3, so I attack...and lose due to him having an impossible number of troops. Is this a known exploit or a cheat or what? I've tried it a few times and haven't gotten any extra reinfs. I'm stumped.

In order to better balance a matchup. Starting countries with fewer reinforcements will receive bonus reinforcements to equal the highest enemy players starting country reinforcements. The same goes for any turn past turn 1. The maximum starting reinforcements bonus is set to 100. So if you late join a game on turn 30, you will only receive 100 starting units. It is not a cheat or an exploit.

Just to add on a bit more info, be mindful if you are in a game that allows 'late joiners.' There are ways to defend against this. Most critically is to take the capital cities of the countries bordering you home country, so you don't have to worry about a late joiner reaching your cap right away. Despite their reinforcements, unless you are already losing to another player, you will still have the advantage. If you survive their initial rush, be confident... you will have a far more advanced economy, and they will have blown all their cash on that rush. ♥
