I don't think higher cost fits the strategy. It also is competing with Blitzkrieg, Naval Commander and Sky Menace when it is about expanding far... I'm out of ideas, so idk xD

Not a fan of scavenger but Expansionist looks interesting, its buffs are minor enough that the only nerf it may need is the opportunity cost of not being able to pick another strategy.

Remember when you change the cost of a unit you also change the upkeep cost charged per turn. Increacing the cost of militia by 2/5 will increace the upkeep cost by the same fraction. Because these are militia you will have lots of them to be maintaned just kicking around, and whether you buy them or not you have to pay the upkeep cost. Because the cost increace is so large proportionally this will actually multiply into a massive cost nerf. I think if you're increacing the militia cost then 10 should be plenty, and/or cost reductions for transports to even out the cost.

Expansionist? Just use SM lol (these air trans stats, with much more attack power and versatility). Scavenger? Ok, I can see where you're going with this now. It would be a kind of lucky bastard, so not a whole lot of people are going to use it, but it could still be a lot of fun for prems to play

I like Scavenger, just more percentage chance to find rare units, 10% is not enough. Atleast 50% (25% to 75% varies) so if game settings are 'no rares' you still get 50% chance to find rare, but if game settings are 'high rare units' you get 25-50% (in addition to normal every-player chance) to find them.

But you can't find 50 PD infantry in one battle, only 5-10. Which mean your army will still be 80-90% composed of regular units. 5-10 rare tanks here, 5-10 rockets found there, 5-10 jets found over there, 5-10 specialist infantry found here and there and that's it. It's not like your army will be 100% composed of rare units. p.s. but i believe it should have high cost (so when you get them, it will reduce your money for maintaining, like 10-20% of their value)
