Questions on my package choices

If I get the game options and scenario option, does that mean I'll be able to create an unlimited number of scenarios and use those game options in them (such as +100 cities)?
Just tell me what all I'd get from the:
-Scenario package (such as will I get the option to make whole world scenarios)
-Game options (such as if I have game options will I be able to have whole world or +100 city scenarios)
