Rank 14 and 15

I have seen the symbols of rank 14 and 15 but when i asked my friend(hes rank 13)how much he needs till 14 he told me there is no rank 14 since the bar was filled and he needed 0 sp till 14.I got confused .Any help?

It is not still decided how much SP is needed to get a rank 14.

I think it should have other milestones other then sp, such as converting 5 rp players into real players.
