Urban Fighting

This would be a new strategy. It allows Infantry, Militia a +1 in defense when in a city and +1 offense when attacking a city, but when outside of a city they get a -1 defense and -1 offense. This could be a strategy or an upgrade that costs a lot and has no negatives.

I like it, maybe +1hp for miltia in citys?

Yeah it could do that. Also meant to put in tanks as part of list of things affected.

How about +15 for militia and +20 to infantry? or smaller view range?

what I meant by that in the end was it would be an upgrade, not a strategy. an expensive upgrade.
