Problem giving money to my allies

I used to be able to send a lot of money to help my allies in a Eurasia & Africa or Whole World game. Lately, I can't send any at all and my money just resets the next turn.

For example, I used to give my Allies in a Whole World game 3000 cash each turn to help them out with their problems in Europe and North America (because I had China, India and Japan all to myself due to a player with a bad habit of using infantry to attack), however in a game a few days later I tried to send 10k to bail out my buddy in Europe from an American invasion but found out that he did not receive the cash and my money just reset to what it used to be before i tried to send the 10k.

Is this a bug? Also tried to send 5911 cash to a friend during a Eurasia game, because I was leaving, to no avail. So I don't think it's a money limit problem. Or is it?

There is definitely no limit to how much money you can send. You're either mistaken and your money is being sent or this is in fact a bug.

It mite be because you left the mgame within 3 turns. theres no sending cash in the first 3 turns
