No Movement on Turn One (1) Protocol

Currently all of the Niki coalition games, including Modern Warfare, Panzer General and Pax Romanus, have a protocol that prevents players from moving units on turn one (1). The question that is being asked is should this protocol that prevents players from moving units on turn one (1) be expanded to turn two (2) or higher? Vote 'Yes, increase it to turn 2 or higher' or vote 'No, leave it at turn 1'.
