Say its the beginning of the game, you cant attack the opponent directly but you both attacking the same city,
what is the process in this case and who actually fights the city neutral guardians?

Both players attack each others units until one player remains and then they attack the neutrals. I'm 99.99% sure.

Yeah but in the case of the first turn, (or is it just in the case where you are allies? question remains tho) there is no "one survivor" as you are left with your remaining troops outside of the city. so how did the game determines who get it?

I think in the case where two allies are attacking it should be the one with the most units left after the battle will take, would be logical.

Nope, it's the one that destroys the last unit, I once had a massive stack left outside of a city my ally had captured but he had nowhere near as many units.

Instead of makeing it who kills the last units when allied, give it to who made that move first. First move gets priority and that appies in combat with enemies. Why not with allies? If I move to attack a city on move 1 and my ally does it on move 2 then my ally could help me fight but I would get the city becuase it was my priority. This could also help coordinate supporting allies without blocking they're expansion if bombers aren't really an option. If the allies both make the move in the same turn then let it be the way it is now, who ever kills the last one.

You are wrong, consider that not all units can take cities. so basically you must have the biggest stack of units that can take cities. For example bombers can not take cities.

Yeah, but as long as you have one unit that can if your bomber destroys the last unit then you will get it.
