Reinforcements with general

Ey, I would like to know why in kiev u sometime get 12, 11 and 9 reinf while in Ankara u always get 9 T1. I think I also saw Germany with 10 or 11 reinf, cant remember exactly.
If some1 answers it will get my upvote, ty in advance.

It's the reinforcement bonus to even out big reinf differences. For example if you play as Montenegro vs Turkey you will start with 20 reinf and so on

a country will NEVER get less reinfs than a country starts with starts with, you can only get MORE reinf based on the country you pick and which one your opponent picks. So ankara will never start with less than 8 and turkey wont get reinforcement buffs unless it playing india i believe....
