In terms of rules, I think the no t1 reinforcement is the only one. The other thing I can think about is not a rule per say, more an advice / information: If you save some moves, disconnect, and reconnect to your game, your orders might LOOK all messed up. They are not, it's just the display. However, be sure not to save new moves again. If you do so, your moves WILL BE messed up for real when the turn gets processed. In other words, you only have one shot to do all your moves and save. See the following thread for more info: http://atwar-game.com/forum/topic.php?topic_id=25862. (Typically, messed up moves are stack merges and transport chaining. Simple moves tend to be ok). I'll see if I can think about something else worth mentioning...

So just to confirm, t1 i can expand with my existing infantry but cannot reinforce, is my understanding correct?

Correct, you can move, attack, wall, capture cities, anything you like with your initial Infantries, apart from actions that would break other rules (like wallf*** on turn 1).
